Australia announces sanctions on Myanmar leaders

CANBERRA (Reuters) - Australia on Wednesday announced financial sanctions against Myanmar's ruling generals and their families following a violent crackdown on pro-democracy supporters last month.

Foreign Minister Alexander Downer said the measures would apply to 418 individuals, including Senior General and State Peace and Development Council Chairman Than Shwe.

"Australia has consistently urged the Burmese regime to work towards genuine democratic reform and national reconciliation, and to afford all Burmese citizens international standards of human rights," Downer said in a statement.

"Along with Australia's long-standing tight visa restrictions and ban on defence exports, these new measures are designed to put further pressure on the regime and its supporters, while avoiding harm to the people of Burma."

The suppression of the Buddhist monk-led street protests in Myanmar last month killed 10 people, according to the military junta that rules Myanmar. Western governments say the toll was probably much higher.

Australia said the measures would prohibit transactions involving the transfer of funds or payments to listed Burmese regime figures and supporters without the approval of Australia's central bank.

"They are the strongest financial measures available under existing Australian legislation against countries or individuals that are not subject to U.N. Security Council sanctions," Downer said.

US diplomat discusses about Burma

TONY JONES: All right. On Burma, is the West really powerless to do anything again other than stand by and watch while a popular uprising for democracy is quite savagely suppressed?

CHRISTOPHER HILL: You know, I think to say we're powerless is to understate our position. At the same time it's not easy to deal with Burma. This is a problem that didn't just happen yesterday. This is a junta that's been in power for a long time and a junta that has really failed to understand what they need to do to reach out to their people. I mean to keep Nobel Peace Prize winner Aung San Suu Kyi in prison, in house arrest for so long, it's really an indication of the stubbornness that one encounters there. And really the fact of their - of being so out of touch.

So, what we have to do diplomatically, I think, is not only make statements as we all have, but also actually work together and figure out what we can do, especially with the UN with the Secretary-General through his person, Mr Gambari. I think we're doing that. I think there's a very strong statement out of the Security Council last week. I think that was a positive sign, and ASEAN (Association of South-East Asian Nations) is really stepping up. You know, a lot of people who had doubts about ASEAN had to be impressed by statements that have emanated from ASEAN in the last few week. So, I think we've got a good overall approach. We've need to get China very much in the game. You know, the Burmese often try to hide behind China with a perception that somehow China doesn't care about these issues. So, I think we need to work with China. We're doing that. So, let's see how we can come out of this, but it is a very tough issue.

TONY JONES: Is there any sign of all of a reformist faction or anything like it emerging within the military junta?

CHRISTOPHER HILL: Haven't seen that, we haven't seen that. You know, the United States has been prepared to have a dialogue. In fact, several months ago we had some talks with the Burmese through Beijing. But we have not seen a willingness on the part of the junta to reach out and to begin to do the things that have to do. You know, they have been engaged in a sort of - in an overall Congress to revise the constitution. It's not working and clearly they've got to look in another direction.

TONY JONES: Christopher Hill, looking in another direction, the country, as you've mentioned with the most influence over both Burma and North Korea is China. But can we really trust a regime which engineers political change behind closed doors in a one-party state, as is going on now in Beijing?

CHRISTOPHER HILL: We have to be engaged with the Chinese. We have to get the Chinese to understand they have a stake in this international system, they have a stake in addressing problems such as Burma. I mean, it is very interesting to hear the Chinese talk about Burma, and the concerns they have with some of the drug trade coming into China, the concerns they've had with some of the addiction rates in neighbouring provinces in China. They are not unaware of some of the dysfunctionalism coming out of Burma.

The problem is the Chinese have traditionally taken a very - a view that they don't really want to put pressure on a neighbouring government. Now, you know, mind you we have to be careful in the long run. Do we want China to put pressure on neighbouring governments, only in some cases not in others? So, we have to be mindful of, you know, be careful what we wish for with the Chinese.

TONY JONES: One of the thing we might wish for is to understand better what's actually happening as they engineer political change, as I said, behind closed doors. A strong belief among China watchers is Mr Hu will end up in an even stronger position than he currently is, will somehow consolidate that position. But if I can put it this way, who is Hu?

We write to you as representatives of the expatriate Burmese community in Brisbane, Australia. We comprise of Australian citizens, permanent residents and refugees.

We wish to voice our concern about the deteriorating situation in Burma between the military government, the “State Peace and Development Council”, and the Burmese people.

We request that the Australian government take a stance which accords with that of the National Coalition Government of the Union of Burma’s position before the UN General Assembly.

In particular, we ask that you make direct representations to the Chinese Foreign Affairs Minister, Li Zhaoxing, in an effort to persuade China to remain neutral in the UN Security Council in respect of any resolution which may provide a strong mandate to mediate a political settlement in Burma.

We understand that Australia has strong trade ties with both China and India. Again, we request your assistance in utilising Australia’s strong relationship with these countries in an effort to persuade them to cease the provision of any support to the SPDC.

We further ask that the Australian Government encourage the SPDC to:

• Allow peaceful protest and cease the violent retribution currently being carried out against activists.
• Allow the International Committee of the Red Cross access to all Burmese prisons to provide medical assistance to prisoners (including political prisoners) and prevent unnecessary deaths.
• Allow representatives of the international media to safely and truthfully report on the conditions faced by the people of Burma.
• Permit full and free access to any representative of the United Nations working in Burma.
• Release all those recently detained for participating in peaceful demonstrations, as well as all political prisoners, including leader Aung San Suu Kyi.

ဒုတိယကမာၻစစ္ကတည္းကစ၍ ယေန႔ကာလ ေလာက္ျမန္မာနုိင္ငံကို နုိင္ငံတကာ အာရံုစိုက္မႈမ်ိဳး မရွိခဲ့ဘူးေခ်။ ဤကဲ့သို႔ ျဖစ္လာရမႈတြင္ ျပည္တြင္းျပည္ပ အေၾကာင္းရင္းမ်ား ရွိသည္။ အဓိက ကမာၻစီးပြားေရး အင္အားႀကီးနုိ္င္ငံအျဖစ္ တရုတ္ျပည္ ေပၚထြက္လာမႈ၊ အိႏၵိယကလည္း ကမာၻ႔အင္အားႀကီး စီးပြားေရးပါ၀ါ ျဖစ္လာေရး အတြက္ တံခါးဖြင့္ေပး ေနမႈမ်ားက ေတာင္နွင့္အေရွ႕ေတာင္အာရွတြင္ နုိင္ငံတကာ ဆက္ဆံေရး မ်ားကို ျပန္လည္ အဓိပၸါယ္ ဖြင့္ဆို လာၾကသည္။ ျမန္မာကို တရုတ္နွင့္အိႏၵိယတို႔အတြက္ အေရးပါေသာ ေဒသအျဖစ္ျမင္လာၾကသည္။ အထူးသျဖင့္ ဤေဒသတြင္ မိမိနွင့္ ယွဥ္ၿပိဳင္နုိင္ေသာ အေနအထားသို႔ ေရာက္လာနုိ္င္သည္။ တရုတ္၏ ဩဇာအာဏာႀကီးထြားလာမႈကို ခ်ိန္ထိုးလိုေသာ အေမရိကန္အတြက္ အေရးႀကီးသည္။ တရုတ္က ျမန္မာနွင့္ စီးပြားေရး၊ နုိင္ငံေရးနွင့္ စစ္ေရးအရ ရင္းနွီးစြာ ဆက္ဆံေနခ်ိန္တြင္ အိႏၵိယကလည္း ဤကဲ့သို႔ နီးစပ္လာေစရန္ ႀကိဳးပမ္းေနသည္။ အိႏၵိယနွင့္ ျမန္မာ၊ ျမန္မာနွင့္ တရုတ္ဆက္ဆံေရးမ်ားကို ေလ့လာၾကည့္ပါက ၎နိုင္ငံမ်ား ပထ၀ီမဟာဗ်ဴဟာ အခင္းအက်င္းျပဳလုပ္ေနပံုနွင့္ ေဒသ၏ နုိင္ငံေရးပတ္၀န္က်င္ကို ၎တို႔အက်ိဳးစီးပြားအတြက္ အသံုးခ်ေနပံုမ်ား စိတ္၀င္စားစရာ ေတြ႔ရေပမည္။

ပထ၀ီမဟာဗ်ဴဟာအရွိတရား
ျမန္မာနွင့္နယ္ခ်င္းစပ္ေနေသာ နုိင္ငံငါးနုိင္ငံရွိသည္။ ျမန္မာသည္ ဘဂၤလားေဒ့ရွ္နွင့္ ၁၉၃ ကီလိုမီတာ၊ တရုတ္နွင့္ ၂၁၈၅ ကီလုိမီတာ အိႏၵိယနွင့္ ၁၄၆၃ ကီလုိမီတာ၊ လာအိုနွင့္ ၂၃၅ ကီလုိမီတာ၊ ထုိင္းနွင့္ ၁၈၀၀ ကီလိုမီတာ၊ နယ္ခ်င္းထိစပ္ေနသည္။ အိႏၵိယက အေနာက္ဖက္နယ္စပ္ကို ပိုင္ဆုိင္ထားသလို၊ တရုတ္က အေရွ႕ေျမာက္နယ္စပ္နွင့္ ထုိ္င္းက လာအုိနယ္စပ္အနည္းအက်ဥ္းမွလြဲ၍ အေရွ႕ဖက္နယ္စပ္တခြင္လံုးကို ပိုင္ဆုိင္ထားၾကသည္။ ထုိ႔ေၾကာင့္ျမန္မာသည္ ေတာင္နွင့္အေရွ႕ေတာင္အာရွကို ဆက္စပ္ေပးေသာ မဟာဗ်ဴဟာ တံတားကဲ့သို႔ ျဖစ္ေနသည္။ အိႏၵိယသမုဒၵရာဖက္ ေရပိုင္နက္တြင္လည္း ျမန္မာနုိင္ငံသည္ မဟာဗ်ဴဟာအရ တန္ဖိုးရွိေနသည္။ ျမန္မာ၏ ကီလုိမီတာ ၁၉၃၀ ရွည္လ်ားေသာ ပင္လယ္ကမ္းေျခသည္ ဘဂၤလားပင္လယ္ေအာ္ အေရွ႕ဖက္တလႊားကို လႊမ္းျခံဳေနၿပီး မလကၠေရလက္ၾကားဖက္သို႔ ထိစပ္ေနသည္။ ဤသို႔ျဖင့္ ျမန္မာ့ေရျပင္သည္ တရုတ္၏ေတာင္အာရွ ေရလမ္းခရီးအတြက္ အတုိဆံုးလမ္းေၾကာင္းဖန္တီးေပးသလုိ အိႏၵိယ၏ ကုန္းတြင္းပိုင္း အေရွ႕ေျမာက္ဖက္ေဒသအတြက္လည္း ကုန္းလမ္းေရလမ္းထြက္ေပါက္ ျမန္မာ၏ပင္လယ္ေရပိုင္နက္သည့္ အန္ဒမန္ကၽြန္းစုမွေန၍ ကီလုိမီတာ ၃၀ သာရွိၿပီး ၎၏ေရေၾကာင္းလံုျခံဳေရး အလားအလာကို တုိးခ်ဲ႕ေနရသည္။ျမန္မာနွင့္ နယ္ခ်င္းစပ္ေနေသာ ေနရာေဒသ နွစ္ခုစလံုးတြင္ ကိုယ္ပုိင္သီးျခားလူမ်ဳိးေရး၊ ဘာသာေရးနွင့္ ဘာသာစကား ကြဲျပားမႈ ရွိေနၾကေသာ တုိင္းရင္းသားလူမ်ိဳးစုမ်ား ေနထုိင္လ်က္ရွိၾကသည္။သုိ႔ေသာ္လည္း ဗုဒၶဘာသာ၀င္မ်ားလည္း ျဖစ္ၾကသည့္ လူမ်ားစုဗမာမ်ားသည္ ေျမဩဇာေကာင္းၿပီး ပို၍တုိးတက္ေသာ ျမန္မာျပည္ေတာင္ပိုင္းတြင္ ေနထုိင္ၾကၿပီး တရုတ္နွင့္ အလြယ္တကူ ဆက္သြယ္နုိင္ၾကသည္။ ထို႔ေၾကာင့္ ျမန္မာနုိင္ငံေျမာက္ပိုင္း လူမ်ိဳးစုေဒသမ်ားမွာ လ်စ္လ်ဴရႈခံေနရၿပီး တုိးတက္မႈ မရွိေသးေခ်။ ထုိ႔ေၾကာင့္လူမ်ိဳးစုမ်ား ကင္းကြာလာခဲ့ၿပီး ကိုယ္ပုိင္လြတ္လပ္ေရးအတြက္ စစ္ပြဲမ်ားဆင္ႏႊဲခဲ့ၾကသည္။ အထူးသျဖင့္ နာဂ၊ကခ်င္၊ ခ်င္းတုိ႔သည္ အိႏၵိယနွင့္ နယ္ခ်င္းစပ္ေနသည္။ ရခိုင္သည္ ဘဂၤလားေဒ့ရွ္နွင့္ နီးစပ္ေနၿပီး လီဆူး၊ ကခ်င္နွင့္ရွမ္းတို႔သည္ တရုတ္နွင့္ နယ္ခ်င္းစပ္ေနသည္။ ရွမ္းနွင့္ကရင္လူမ်ဳိးမွာမူ ထိုင္းနွင့္နယ္ခ်င္းစပ္ေနသည္။ လူမ်ိဳးေရးအရ ပုန္ကန္ထၾကြမႈသည္ ျမန္မာဒီမုိကေရစီအစိုးရကို အျမဲတမ္းထိခုိက္ေစၿပီး နုိင္ငံမတည္မၿငိမ္ ျဖစ္ေစသည္။ ျမန္မာနုိင္ငံေတာင္တန္းၾကီးမ်ားနွင့္ ျမစ္မ်ားသည္ အမ်ားအားျဖင့္ ေျမာက္မွေတာင္သို႔ စီးဆင္းၾကကုန္သည္။ ထုိ႔ေၾကာင့္ အိႏၵိယအေရွ႕ဖက္မွ ျမန္မာနုိ္င္ငံသို႔ လမ္းပန္းဆက္သြယ္ေရး တည္ေဆာက္မႈခက္ခဲသည္။ သို႔ေသာ္လည္း အေရွ႕ေျမာက္ဖက္ တရုတ္နွင့္နယ္စပ္တြင္မူ အလြယ္တကူ သြားလာ၀င္ေရာက္နုိင္ၿပီး ကားမ်ားအ၀င္အထြက္ ျပဳလုပ္ေပးနုိင္သည္။ ဤကဲ့သို႔အခြင့္သာမႈေၾကာင့္ တရုတ္နယ္စပ္မွ ျမန္မာအလယ္ပိုင္း မႏၱေလးအထိ လမ္းပန္းဆက္သြယ္မႈရွိၿပီး ပင္လယ္ကမ္းစပ္အထိ ခရီးေပါက္နုိ္င္သည္။ ဤသို႔ တရုတ္ျပည္မႀကီးမွ အိႏၵိယအေရွ႕ဖက္နယ္စပ္အထိ ခရီးေပါက္နုိ္င္ေသာေၾကာင့္ ျမန္မာသည္ မဟာဗ်ဴဟာအရ အေရးပါေသာ နုိ္င္ငံတစ္ခု ျဖစ္လာသည္။ အိႏၵိယနွင့္အေရွ႕ဖက္နယ္စပ္ေဒသမ်ားသည္ ျမန္မာနွင့္တရုတ္ဆက္စပ္ေနေသာ ယူနန္နယ္စပ္ေဒသမ်ားလုိ ဖြံ႔ၿဖိဳးတုိးတက္ျခင္း မရွိေခ်။ တရုတ္သည္ ယူနန္ဖြံ႔ၿဖိဳးတုိးတက္ေရးအတြက္ ျမန္မာ၊လာအိုတို႔နွင့္ ခ်ိတ္ဆက္ထားၿပီး လမ္းပန္းဆက္သြယ္ေရးနွင့္ ကုန္သြယ္ေရး အျပန္အလွန္ထူေထာင္ထားသည္။ ဤနည္းျဖင့္ အျပန္အလွန္ နယ္စပ္ကုန္သြယ္ေရးနွင့္ စီးပြားေရးလုပ္ငန္းမ်ား အိႏၵိယထက္ တရုတ္နွင့္ အေရအတြက္ေရာ အရည္အေသြးအရပါ ပို၍ေကာင္းမြန္ေနသည္။

အိႏၵိယနွင့္ ျမန္မာဆက္ဆံေရး

အိႏၵိယနွင့္ ျမန္မာတို႔သည္ နုိင္ငံေရး၊ ယဥ္ေက်းမႈ၊ ဘာသာေရးနွင့္ လူမႈေရးအရ အျပန္အလွန္ဆက္သြယ္မႈ သမုိင္းေၾကာင္းႀကီးတစ္ရပ္ ရွိခဲ့သည္။ ၿဗိတိသွ်ကိုလိုနီလက္ေအာက္တြင္ ျမန္မာနုိင္ငံကို ၿဗိတိသွ်အိႏိၵယ အစိတ္အပိုင္းတစ္ရပ္အျဖစ္ ၁၉၃၅ ခုနွစ္အထိ အုပ္ခ်ဳပ္ခဲ့သည္။ ဒုတိယကမာၻစစ္ၿပီးကာလအထိ အိႏိၵယကုန္သည္မ်ား၊ ပညာရွင္မ်ားနွင့္ အစိုးရအရာရွိမ်ားသည္ ျမန္မာနုိင္ငံတြင္ အလုပ္လုပ္ရန္ ၿဗိတိသွ်တုိ႔နွင့္ လိုက္ခဲ့ၾကသည္။ အိႏၵိယလြတ္ေျမာက္ေရး လႈပ္ရွားမႈမ်ားကလည္း ျမန္မာ့လြတ္လပ္ေရး တုိက္ပြဲကို နုိးၾကြေစနုိ္င္ခဲ့သည္။ ေနရူးနွင့္ ျမန္မာ့လြတ္လပ္ေရးေခါင္းေဆာင္ ဗုိလ္ခ်ဳပ္ေအာင္ဆန္းတို႔နွစ္ဦးသည္ ပုဂၢိ္ဳလ္ေရး ရင္းနွီးဆက္ဆံမႈမ်ား ရွိခဲ့ၾကသည္။ ၁၉၄၈ ခုနွစ္တြင္ လြတ္လပ္ေရးရၿပီးေနာက္ ၀န္ႀကီးခ်ဳပ္ဦးနုေခါင္ေဆာင္ေသာ ပြင့္သစ္စဒီမုိကေရစီနိုင္ငံက ေနရူး၏အႀကံဥာဏ္မ်ား ရယူတုိင္ပင္ေဆြးေႏြးခဲ့သည္။ နွစ္နုိင္ငံရင္းႏီွးဆက္ဆံမႈ ထူေထာင္နုိင္ခဲ့ၾကသည္။သို႔ေသာ္လည္း ၁၉၄၈ မွ ၁၉၆၂ထိ ျမန္မာနုိ္င္ငံ၏ ဒီမုိကေရစီအေတြ႔အၾကံဳမွာ ေအာင္ျမင္မႈ မရခ့ဲေခ်။ နုိင္ငံေရး ၿပိဳင္ဆုိင္မႈမ်ား သင္းကြဲမႈမ်ားနွင့္ အဂတိလုိက္စားမႈမ်ားအျပင္ လူမ်ိဳးေရးနွင့္ ကြန္ျမဴနစ္ေသာင္းက်န္းမႈမ်ားေၾကာင့္ ဒီမုိကေရစီအုပ္ခ်ဳပ္ေရး ထိေရာက္မႈမရွိိခဲ့ေခ်။ ပထမဆယ္စုနွစ္အတြင္း ဆက္ဆံေရးေကာင္းမြန္ခဲ့ေသာ္လည္း ေနာက္ပိုင္းတြင္ အိႏၵိယနွင့္ ျမန္မာဆက္ဆံေရး ၾကဲသြားသည္။ ျမန္မာနုိင္ငံတြင္ ၁၉၆၂ မွ ၁၉၈၀ အထိ အာဏာသိမ္းအုပ္ခ်ဳပ္ခဲ့ေသာ ဗိုလ္ခ်ဳပ္ႀကီးေန၀င္းသည္ နုိ္င္ငံျခားသားေၾကာက္သူ တစ္ဦးျဖစ္သည္။ ေန၀င္းအုပ္ခ်ဳပ္သည့္ကာလအတြင္း အိႏၵိယနွင့္ျမန္မာတို႔ ပံုမွန္ဆက္ဆံခဲ့ေသာ္လည္း ရင္းနွီးမႈမရွိခဲ့ေခ်။ သို႔ေသာ္လည္း ၁၉၈၈ ေနာက္ပိုင္းတြင္ ျမန္မာစစ္အစိုးရက ျပည္သူမ်ား၏ ဒီမုိကေရစီလႈပ္ရွားမႈကို အၾကမ္းဖက္နွိမ္နင္းမႈနွင့္ ေဒၚေအာင္ဆန္းစုၾကည္ကို အက်ဥ္းခ်ထားမႈနွင့္ ပတ္သက္၍ အိႏၵိယက စာနာေထာက္ထားမႈမ်ားေၾကာင့္ ၁၉၈၈ မွ ၁၉၉၂ တြင္ နွစ္နိုင္ငံဆက္ဆံေရး မၾကည္မသာျဖစ္လာခဲ့သည္။ အိႏိၵယသည္ ထြက္ေျပးလာေသာ ဒီမုိကေရစီလႈပ္ရွားသူမ်ားကို ခိုလႈံခြင့္နွင့္ ေထာက္ပံ့ကူညီမႈမ်ား ေပးခဲ့သည္။ သို႔ေသာ္လည္း ၁၉၉၂ ခုနွစ္မွစ၍ အိႏၵိယသည္ ၎၏မဟာဗ်ဴဟာနွင့္ စီးပြားေရးအက်ိဳးမ်ားကို ထည့္သြင္းစဥ္းစား၍ လက္ေတြ႔အေၾကာင္းတရားမ်ားအေပၚ အေျခခံၿပီး ျမန္မာနွင့္ ပတ္သက္သည့္ေပၚလစီ ေျပာင္းလဲခဲ့သည္။ အိႏိၵယ၏ အေရွ႕ေျမာက္နယ္စပ္သည္ အိႏၵိယနုိင္ငံလံုျခံဳေရးအတြက္ အေရးႀကီးေသာ နယ္ေျမျဖစ္သည္။ ၁၉၈၉ တြင္ အေနာက္နုိင္ငံမ်ားက ျမန္မာသို႔ လက္နက္ေရာင္းခ်မႈမ်ား ပိတ္ပင္လုိက္ၿပီးေနာက္ တရုတ္၏ ဩဇာအာဏာ ပို၍ႀကီးထြားခဲ့သည္။ အိႏၵိယအတြက္ အလြန္အေရးႀကီးေသာ စိုးရိမ္စရာကိစၥျဖစ္လာခဲ့သည္။ အိႏိၵယ၏ အေနာက္ေျမာက္ေဒသအတြက္ တရုတ္၏ၿခိမ္းေျခာက္မႈ အႏၱရာယ္ကိုလည္း ထည့္သြင္းစဥ္းစားလာရသည္။ ထို႔အျပင္ အိႏၵိယနယ္စပ္ မူးယစ္ေဆး၀ါးသယ္ေဆာင္မႈကို ျဖတ္ေတာက္ေရးနွင့္ အိႏၵိယကို ဆန္႔က်င္ေသာင္းက်န္းေနသူမ်ား အေျခစိုက္စခန္းမ်ားဖ်က္သိမ္းေရးတြင္ ျမန္မာအစိုးရ၏ အေထာက္အကူလုိေၾကာင္း သိရွိခဲ့သည္။ ထို႔ေၾကာင့္ အိႏၵိယအစိုးရသည္ ျမန္မာအစိုးရနွင့္ စီးပြားေရး၊ ကုန္သြယ္မႈ၊ စြမ္းအင္နွင့္ ယံုၾကည္မႈတည္ေဆာက္ေရးတို႔တြင္ က်ယ္က်ယ္ျပန္႔ျပန္႔ ပူးေပါင္းေဆာင္ရြက္ရန္ ဆံုးျဖတ္ခဲ့ျခင္းျဖစ္သည္။ ျမန္မာအစိုးရကလည္း မဟာဗ်ဴဟာနွင့္ နည္းပညာဆုိင္ရာနွင့္ စီးပြားေရးပူးေပါင္းေဆာင္ရြက္မႈ တုိးျမွင့္ရန္ လုိလားေၾကာင္း ျပခဲ့သည္။ သို႔ေသာ္လည္း ျမန္မာစစ္အစိုးရက ျပည္တြင္းေရးကိစၥတြင္ ၾကား၀င္စြက္ဖက္မႈနွင့္ ေဒၚေအာင္ဆန္းစုၾကည္လႊတ္ေပးေရး ေတာင္းဆိုမႈမ်ားနွင့္ ပတ္သက္ၿပီး သတ္ိေပးခဲ့သည္။ အိႏိၵယအစိုးရသည္ ျမန္မာဒီမိုကေရစီလႈပ္ရွားမွႈနွင့္ ပတ္သက္၍ ေထာက္ခံမႈကို စြန္႔ခဲ့သည္။ အိႏၵိယတြင္ လာေရာက္ခုိလႈံၾကေသာ ဒီမုိကေရစီေခါင္းေဆာင္မ်ားကိုလည္း ေစာင့္မၾကည့္ရႈမႈ ရပ္ဆုိင္းခဲ့သည္။

၁၉၉၂ တြင္ အိႏၵိယစီးပြားေရးကို လြတ္လပ္စြာ လႈပ္ရွားခြင့္ျပဳသည္။ အိႏိၵယ၏ အေရွ႕ေမွ်ာ္ေပၚလစီအရ အာဆီယံေဒသမ်ားတြင္ ေစ်းကြက္ရွာသည္။ ၁၉၉၆ တြင္ ျမန္မာက အာဆီယံအဖြဲ႔၀င္ျဖစ္လာခ်ိ္ိန္တြင္ အိႏၵိယက အာဆီယံနုိင္ငံမ်ားနွင့္ ကုန္သြယ္မႈ တုိးခ်ဲ႕လာသည္။ အိႏၵိယအေရွ႕ေျမာက္ေဒသမ်ား ဖြံ႔ၿဖိဳးတိုးတက္ေရးေနာက္က်ေနရျခင္းမွာ ေသာင္းက်န္းသူမ်ားေၾကာင့္ ျဖစ္သည္။ အခ်ိဳ႕ေသာ ေသာင္းက်န္းသူအုပ္စုမ်ားသည္ နာဂအမ်ိဳးသားဆုိရွယ္လစ္ေကာင္စီ NSCN ႏွင့္ အာသံလြတ္ေျမာက္ေရးတပ္ဦး ULFA တို႔သည္ ျမန္မာဖက္တြင္ ခုိလႈံအေျခစုိက္ေနသူမ်ားျဖစ္သည္။ ျမန္မာနွင့္ ပူးေပါင္းေဆာင္ရြက္မႈ ေကာင္းလာသည္နွင့္အမွ် ၎ေသာင္းက်န္းမႈမ်ားကို ခ်ဳပ္ၿငိမ္းေအာင္ျပဳလုပ္နုိင္သည္။ ျမန္မာနုိ္င္ငံ၏ သဘာ၀ဓါတ္ေငြ႔မ်ားကို ထုတ္ယူေရးတြင္ ရင္းနွီးျမွပ္နွံမႈျပဳလုပ္ျခင္းျဖင့္ အိႏိၵယတြင္ လုိအပ္ေနေသာ စြမ္းအင္ျပႆနာကို ေျဖရွင္းနုိင္သည္။ အဆိုပါ အေၾကာင္းမ်ားေၾကာင့္ အိႏိၵယအစိုးရသည္ ျမန္မာနုိ္င္ငံနွင့္ ဆက္ဆံေရးတုိးျမွင့္ရန္ အာရံုစိုက္ခဲ့သည္။ အဆင့္ျမင့္အရာရွိႀကီးမ်ား အျပန္အလွန္လည္ပတ္ခဲ့သည္။ ၂၀၀၄ ခုနွစ္ ေအာက္တိုဘာလက ဗိုလ္ခ်ဳပ္မႉးႀကီးသန္းေရႊ အိႏိၵယသို႔ လည္ပတ္ခဲ့သည္။ ၂၀၀၆ ခုနွစ္ မတ္လက အိႏၵိယသမၼတ ရန္ကုန္ၿမိဳ႕သို႔လာေရာက္လည္ပတ္ခဲ့သည္။ နွစ္နုိင္ငံစစ္ေခါင္းေဆာင္မ်ား အျပန္အလွန္ေဆြးေႏြးခဲ့ၾကသည္။ နွစ္နုိင္ငံဆက္သြယ္မႈအတြက္ အိႏိၵယမဏိပူရနယ္စပ္မွ တမူး၊ကေလး၀၊ ကေလးၿမိဳ႕ ကီလုိမီတာ ၁၆၀ ရွည္ လမ္းေဖါက္လုပ္ခဲ့သည္။ ထို႔အျပင္သံုးနုိင္ငံ ဆက္သြယ္ေပးမည့္ မဏိပူရ မုိေရးၿမိဳ႕နွင့္ ထုိင္းနုိင္ငံမဲေဆာက္ၿမိဳ႕ကို ပုဂံ မႏၱေလးမွျဖတ္၍ လမ္းေဖါက္လုပ္ရန္ စီမံခ်က္ေရးဆြဲထားသည္။အိႏိၵယကုလားတန္ျမစ္မွ ျမန္မာနုိင္ငံ စစ္ေတြဆိပ္ကမ္းနွင့္ ေရေၾကာင္းဆက္သြယ္ေရး ထူေထာင္ရန္ စီစဥ္ခဲ့သည္။ အာသံျပည္နယ္ ခ်ီရိေဘာင္းနွင့္ ဟႏြိဳင္ၿမိဳ႕ကို ဆက္သြယ္မည့္ ရထားလမ္း ျမန္မာနုိင္ငံကို ျဖတ္သန္းေဖါက္လုပ္ရန္ စီစဥ္ေနသည္။ အိႏိၵယသည္ တရုတ္၊ ရုရွားနွင့္ ယူကရိန္းတုိ႔ကဲ့သို႔ပင္ ျမန္မာနုိ္င္ငံကို ပံုမွန္လက္နက္ေရာင္းခ်ေပးေနသည္။ အစပိုင္းတြင္ အိႏိၵယသည္ ျမန္မာနုိင္ငံကို ၁၀၅ မီလီမီတာ အေျမာက္မ်ား၊ တီ ၅၅ တင့္ကားမ်ား၊ အေပါ့စား ရဟတ္ယာဥ္မ်ား၊ သယ္ယူပို႔ေဆာင္ေရးေလယာဥ္မ်ား လက္နက္ႀကီးက်ည္ဆံမ်ားနွင့္ ေရတပ္ေရယာဥ္မ်ား ေရာင္းခ်ေပးခဲ့သည္။ အိႏိၵယ၏ ေနာက္ဆံုးကာကြယ္ေရး ေထာက္ပံ့မႈမ်ားတြင္ ေသာင္းက်န္းမႈ ဆန္႔က်င္ေရး ရဟတ္ယာဥ္မ်ား၊ ျမန္မာ့ေလတပ္မေတာ္၏ ရုရွားနွင့္ တရုတ္လုပ္တုိက္ေလယာဥ္မ်ားနွင့္ ေရတပ္ေထာက္လွမ္းေရး ေလယာဥ္မ်ားအတြက္ ေလေၾကာင္းအေထာက္အကူျပဳ ပစၥည္းမ်ား ပါ၀င္သည္။ အိႏၵိယနွင့္ ျမန္မာစစ္အစိုးရ ဆက္ဆံမႈနွင့္ ပတ္သက္ၿပီး ျပည္တြင္းျပည္ပ ေ၀ဖန္သံမ်ား ထြက္ေပၚခဲ့သည္။ ၂၀၀၇ ခုနွစ္ ဇန္န၀ါရီလက ျမန္မာနုိင္ငံသို႔ သြားေရာက္လည္ပတ္ခဲ့ေသာ အိႏၵိယနုိင္ငံျခားေရး၀န္ႀကီးက အိႏၵိယအစိုးရသည္ တည္ဆဲအစိုးရနွင့္ ဆက္ဆံျခင္းသာ ျဖစ္ေၾကာင္း၊ ဒီမိုကေရစီပ်ံ႕နွံ႔ေရး လုိလားပါေၾကာင္း၊ သို႔ေသာ္လည္း ဒီကိစၥကို သက္ဆုိင္ရာ နုိင္ငံမ်ားကသာ ေဆာင္ရြက္ရမည္ျဖစ္ေၾကာင္း ေျပာခ့ဲသည္။

တရုတ္ဩဇာ

ေခတ္သစ္ျမန္မာနုိ္င္ငံတြင္ တရုတ္ျမန္မာဆက္ဆံေရးကို အပုိင္းသံုးပုိင္းခြဲနုိ္င္သည္။ ၁၉၄၉ မွ ၁၉၆၁ ပါလီမန္ဒီမုိကေရစီေခတ္၊ ၁၉၆၂ မွ ၁၉၈၈ ေန၀င္းေခတ္နွင့္ ၁၉၈၉ မွ ယခုထိ သန္းေရႊေခတ္ဟူ၍ သံုးပိုင္းခြဲျခားနုိ္င္သည္။ ဦးနု၏ ပါလီမန္ဒီမုိကေရစီေခတ္တြင္ ရင္းနွီးေသာ ဆက္ဆံမႈ ရွိခဲ့သည္။ တရုတ္ျပည္သူ႔သမၼတနုိင္ငံကို ပထမဦးဆံုး အသိအမွတ္ျပဳခဲ့သည္။ ၁၉၅၄ တြင္ ပထမဦးဆံုး ကုန္သြယ္ေရးစာခ်ဳပ္ခ်ဳပ္ဆိုခဲ့သည္။ ၁၉၆၀တြင္ နယ္စပ္စာခ်ဳပ္ခ်ဳပ္ဆုိခဲ့သည္။ ၁၉၆၁ တြင္ နွစ္နုိင္ငံတပ္မေတာ္ ပူးေပါင္း၍ ကူမင္တန္တရုတ္ျဖဴမ်ားကို ရွမ္းျပည္နယ္မွ တုိက္ထုတ္ခဲ့သည္။ ၁၉၆၂ ခုနွစ္ ေန၀င္းအစုိးရတက္လာခ်ိန္တြင္ နွစ္နုိင္ငံဆက္ဆံေရး တင္းမာခဲ့သည္။ ဗမာျပည္ကြန္ျမဴနစ္ပါတီေကဒါမ်ားကို တရုတ္က ခုိလႈံခြင့္ေပးခဲ့သည္။ ေနာက္ ၆ နွစ္ အၾကာတြင္ တရုတ္ျမန္မာ ဆက္ဆံေရးပို၍ တင္းမာခဲ့သည္။ ျမန္မာနုိင္ငံတြင္းရွိ တရုတ္မ်ားနွင့္ ပတ္သက္၍ ပဋိပကၡျဖစ္ခဲ့သည္။ အဓိကရုဏ္း ျဖစ္ခဲ့သည္။ ၁၉၆၈ ခုမွ ၁၉၇၃ ထိ ဗကပမ်ားကို တရုတ္က အျပည့္အ၀ အကူအညီေပးခဲ့သည္။ တရုတ္သည္ ကခ်င္၊ ရွမ္းနွင့္ နာဂသူပုန္မ်ားကိုလည္း အလားတူ အကူအညီ ေပးခဲ့သည္။ ဗကပမ်ားက သူပုန္တပ္ေပါင္းစုဖြဲ႔၍ ေန၀င္းအစိုးရကို ဆန္႔က်င္တုိက္ခိုက္ရာတြင္ တရုတ္က အကူအညီေပးခဲ့သည္။ ၁၉၇၅ တြင္ ဦးေန၀င္းတရုတ္ျပည္ သြားလည္သည္။ တရုတ္နွင့္ ေျပလည္မႈရေအာင္ ႀကိဳးပမ္းခဲ့သည္။ ၁၉၇၉ တြင္ တရုတ္က ေဒၚလာ ၆၃ သန္း အကူအညီ ေပးခဲ့သည္။ ၁၉၈၈ တြင္ ျမန္မာနုိ္င္ငံသာမက တရုတ္၌ပါ ဆူပြက္ခဲ့သည့္ ျမန္မာ၌ ရွစ္ေလးလံုး အေရးအခင္း ျဖစ္သလုိ တရုတ္၌လည္း တိန္အန္မင္း အေရးအခင္းျဖစ္ခဲ့သည္။ ထို႔ေနာက္တရုတ္က ျမန္မာနုိင္ငံနွင့္ ဆက္ဆံမႈေကာင္းလာေစရန္ ေပၚလစီေျပာင္းခဲ့သည္။ ၁၉၈၉ တြင္ ဗကပမ်ားကို တရုတ္က ျပန္လည္ထိိန္းခ်ဳပ္ခဲ့သည္။ ဗကပ ေသာင္းက်န္းမႈ ခ်ဳပ္ၿငိမ္းေအာင္ လုပ္နုိ္င္ခဲ့ၿပီး အျခားေသာ ရွမ္းနွင့္ ကခ်င္ေသာင္းက်န္းမႈမ်ားပါ ထိ္န္းခ်ဳပ္နုိ္င္ခဲ့သည္။ ထိုအခ်ိန္ကစ၍ တရုတ္သည္ ျမန္မာကို စစ္ေရးစီးပြားေရးနွင့္ ဖြံ႔ၿဖဳိးေရးအကူအညီမ်ားျဖင့္ ဩဇာလႊမ္းမုိးနုိ္င္ရန္ ႀကိဳးပမ္းခဲ့သည္။ နုိင္ငံတကာ ပိတ္ဆို႔မႈသက္သာေစရန္ တရုတ္က စစ္လက္နက္ပစၥည္းမ်ား ေပးကမ္းခဲ့သည္။ မၾကာေသးမီကအထိ ျမန္မာ့တပ္မေတာ္၏ စစ္လက္နက္ပစၥည္း ၈၀ ရာခုိင္နႈန္းမွာ တရုတ္ျပည္လုပ္မ်ားျဖစ္သည္။ ျမန္မာအစိုးရကို တရုတ္က စစ္ေရး၊ စီးပြားေရး အကူအညီေပါင္းစံုျဖင့္ ဩဇာလႊမ္းမုိးနုိင္လာခဲ့သည္။ တရုတ္သည္ ဩဇာအာဏာသာမက လူဦးေရးပါ လႊမ္းမိုးလာနုိင္သည္။ ျမန္မာျပည္အေရွ႕ေျမာက္ေဒသနွင့္ အလယ္ပိုင္းအထိ တရုတ္မွတရားမ၀င္ ၀င္ေရာက္လာၾကသူမ်ား ရွိခဲ့သည္။ မႏၱေလးၿမိဳ႕တစ္ၿမိဳ႕တည္း၌ပင္ တရုတ္မွ တရားမ၀င္ လာေရာက္ေနထုိင္သူ ၃၀ ရာခုိင္နႈန္း ရွိသည္။ တရုတ္လူမ်ိဳးမ်ားသည္ ျမန္မာတုိင္းရင္းသားလူမ်ိဳးစုမ်ား အသြင္ျဖင့္ ကူးေျပာင္းၿပီး ေနထုိင္ခဲ့ၾကသည္။ စစ္ေရးအရ ပူးေပါင္းေဆာင္ရြက္မႈတြင္လည္း တရုတ္သည္ ျမန္မာနုိင္ငံ၌ အီလက္ထေရာနစ္ နားေထာင္ေရးစခန္းမ်ားကို တည္ေဆာက္ၿပီး ထုိင္းနွင့္ အိႏၵိယနုိင္ငံတုိ႔မွ ဆက္သြယ္ေရးလုပ္ငန္းမ်ားကို ၾကားျဖတ္နားေထာင္ခဲ့သည္။ ျမန္မာစစ္အစိုးရအာဏာ တည္ၿမဲေနသေရြ႕ တရုတ္သည္ ျမန္မာတြင္ ဩဇာသက္ေရာက္မႈ ဆက္လက္တည္ၿမဲေနမည္။

စစ္အစိုးရအေပၚ နားလည္သေဘာေပါက္မႈ

ၿဗိတိသွ်ကိုလုိနီအာဏာ၏ လက္ကိုင္တုတ္အျဖစ္မွေန၍ ျဖစ္ေပၚလာေသာ ေတာင္အာရွ တပ္မေတာ္မ်ားနွင့္အတူပင္ ျမန္မာ့တပ္မေတာ္သည္ အစဥ္အလာအရလည္းေကာင္း၊ အရည္အေသြးအရလည္းေကာင္း ကြဲျပားျခားနားေနသည္။ ကမာၻစစ္စတင္လာခ်ိန္တြင္ ျမန္မာမ်ိဳးခ်စ္လူငယ္ ၃၀ ကို ဗိုလ္ခ်ဳပ္ေအာင္ဆန္းဦးေဆာင္၍ ဘီအိုင္ေအစတင္ဖြဲ႔စည္းခဲ့သည္။ ဘီအုိင္ေအသည္ ဂ်ပန္နွင့္ ပူးေပါင္း၍ အဂၤလိပ္နယ္ခ်ဲ႕တုိ႔ကို တုိက္ထုတ္ခဲ့သည္။ ထို႔ေနာက္ မဟာမိတ္တပ္ေပါင္းစုမ်ား အကူအညီနွင့္ ဂ်ပန္ဖက္ဆစ္တုိ႔ကို ေတာ္လွန္ခဲ့သည္။ အဆုိပါရဲေဘာ္သံုးက်ိပ္သည္ ျမန္မာနုိင္ငံေရးကို စတင္ပံုေဖာ္ခဲ့ၾကသူမ်ားျဖစ္သည္။ ဤသည္ပင္ ျမန္မာ့တပ္မေတာ္၏ မူလအစပင္ျဖစ္သည္။ ျမန္မာ့လူ႔အဖြ႔ဲအစည္းသည္ ၿဗိတိသွ်အစိုးရအုပ္ခ်ဳပ္ေနစဥ္မွာပင္ အေနာက္တုိင္းတန္ဖိုးစံမ်ားကန္႔သတ္ခဲ့သည္။ ဒီမုိကေရစီ အေနာက္နုိင္ငံပံုစံသည္ ျမန္မာ့လူ႔ေဘာင္တြင္ အျမစ္မတည္ခဲ့ေခ်။ ၁၉၄၈ ခုနွစ္တြင္ ျမန္မာနုိ္င္ငံ လြတ္လပ္ေရးရခဲ့သည္။ ၁၄ နွစ္ၾကာ ကာလသည္ ပါတီစံုဒီမုိကေရစီေခတ္ျဖစ္သည္။ တုိင္းျပည္နုိင္ငံေရး ကေသာင္းကနင္းျဖစ္ခဲ့သည့္ ၁၉၆၂ ခုနွစ္တြင္ စစ္တပ္အာဏာသိမ္းခဲ့သည္။ တုိင္းျပည္လံုျခံဳေရးနွင့္ တည္ၿငိမ္ေရး ေဆာင္ရြက္ခဲ့သည္။ ၁၉၈၈ ေန၀င္းအစိုးရ ျပဳတ္က်သြားၿပီးေနာက္တြင္ စစ္တပ္ကသာ တုိင္းျပည္အာဏာကို ဆက္လက္ထိန္းသိမ္းခဲ့သည္။ တုိင္းျပည္၏ လံုျခံဳေရးနွင့္ တည္ၿငိမ္ေရးကို တပ္မေတာ္ကသာ တာ၀န္ယူ ထိန္းသိမ္းနုိ္င္သည္ဟူေသာ အသိစိတ္ဓါတ္ေၾကာင့္ တပ္မေတာ္သည္ တုိင္းျပည္အာဏာကို အၿမဲတမ္းထိန္းသိ္မ္းရမည္ဟူေသာ အစဥ္အလာတစ္ရပ္ ျဖစ္လာခဲ့ၿပီး ဒီမုိကေရစီဖြဲ႔စည္းမႈမ်ား လမ္းေၾကာင္းပိ္တ္ခဲ့သည္။ နုိင္ငံ၏ စီးပြားေရး၊ နုိ္င္ငံေရး ဘ၀မ်ားတြင္ တပ္မေတာ္ အရာရွိမ်ားကသာ စီမံခန္႔ခြဲသည့္ အစဥ္အလာတစ္ရပ္ ျဖစ္ေပၚလာသည္။ ၎ကအစဥ္အလာသည္ တပ္မေတာ္၏ တရား၀င္အခြင့္အေရးတစ္ရပ္ ျဖစ္လာခဲ့သည္။ ျမန္မာ့တပ္မေတာ္သည္ အေရွ႕ေတာင္အာရွတြင္ ဒုတိယအင္အားအမ်ားဆံုး တပ္မေတာ္ျဖစ္သည္။ စစ္သည္အင္အား ၄ သိန္းခန္႔ရွိသည္။ ၁၉၈၉ ခုနွစ္တြင္ SPDC အာဏာစယူခ်ိန္မွစၿပီး ၂ ဆတုိးလာခဲ့သည္။ ျမန္မာ့တပ္မေတာ္တြင္ တပ္ရင္းေပါင္း ၃၆၀ ရွိၿပီး ေျချမန္တပ္ရင္းေပါင္း ၂၆၆ ခုရွိသည္။ ျမန္မာ့တင့္ကားတပ္ရင္းတြင္ ဆိုဗီယက္ဒီဇုိင္း T72S ၁၃၉ စီးနွင့္ တရုတ္လုပ္ပံုစံမ်ဳိးစံုတင့္ကား ၆၀၀ ရွိသည္။ေလတပ္တြင္ F7 နွင့္ MIG 29 တုိက္ေလယာဥ္ ၆၄ စီး၊ J6 နဲ႔ A5 တုိက္ပြဲ၀င္ေလယာဥ္ ၆၄ စီးရွိသည္။ ျမန္မာ့ေရတပ္မေတာ္တြင္ ဖရီးဂိတ္စစ္သေဘၤာတစ္စီးနွင့္ ေကာ္ဗက္သံုးစီးတုိ႔ရွိၾကၿပီး ဒံုးက်ည္တည္ဆင္ထားေသာ FAC ၁၀ စီးနွင့္ ေရငုတ္သေဘၤာ၊ ရွာေဖြေရးသေဘၤာ ၁၀ အပါအ၀င္ လွ်ပ္တျပက္တုိက္ခုိက္ေရးယာဥ္ ၂၆ စီးရွိသည္။ ျမန္မာ့တပ္မေတာ္သည္ မည္သည့္ပံုစံမ်ိဳးျဖင့္ အုပ္ခ်ဳပ္သည္ျဖစ္ေစ၊ တုိင္းျပည္ကို အုပ္ခ်ဳပ္ရာတြင္ အဓိကလႊမ္းမုိးမႈ ရွိေနဦးမည္ျဖစ္သည္။ အဆုိပါ ပံုစံသည္ အင္ဒိုနီးရွားနွင့္ ပါကစၥတန္နုိ္င္ငံတုိ႔ ပံုစံမ်ိဳးကဲ့သို႔ျဖစ္သည္။

ျမန္မာသည္ အိႏၵိယနွင့္ တရုတ္နွစ္နုိ္င္ငံစလံုးအတြက္ မဟာဗ်ဴဟာအရ အေရးပါေသာ နုိ္င္ငံျဖစ္ေနသည္။ လြန္ခဲ့ေသာ နွစ္ ၂၀အတြင္း တရုတ္သည္ ျမန္မာ၌ စီးပြားေရး၊ နုိ္င္ငံေရးနွင့္ စစ္ေရးဆက္ဆံမႈမ်ား အခုိင္အမာ တည္ေဆာက္ထားသည္။ တရုတ္သည္ အိႏၵိယပင္လယ္ထြက္ေပါက္ကိုလည္း ရရွိထားသည္။ ျမန္မာ၏ သဘာ၀ရင္းျမစ္မ်ားကိုလည္း ထုတ္ယူခြင့္ ရထားသည္။ ျပည္တြင္းေရး မစြက္ဖက္မႈ မူ၀ါဒကို ေၾကြးေၾကာ္ထားေသာ တရုတ္သည္ ျမန္မာအစိုးရကို အဓိကလက္နက္ပစၥည္း ေထာက္ပံ့သူျဖစ္လာသည္။ ထုိ႔ေၾကာင့္ ျမန္မာအစိုးရသည္ အေနာက္နုိင္ငံ ပိတ္ဆို႔ထားမႈမ်ားကို ဂရုမစိုက္နုိင္ဘဲ ရပ္တည္နုိ္င္သည္။ တပ္မေတာ္အင္အားကို နွစ္ဆတုိးခ်ဲ႕နုိင္သည္။ ထို႔အတူ အိႏၵိယသည္ တရုတ္ပံုစံကိုလုိက္၍ ျမန္မာနုိ္င္ငံနွင့္ ရင္းနွီးမႈရေအာင္ ႀကိဳးပမ္းေနသည္။ သို႔ေသာ္အိႏၵိယသည္ ဒီမုိကေရစီနုိင္ငံႀကီးျဖစ္သည္။ တစ္ဖက္မွ စီးပြားေရးနွင့္ မဟာဗ်ဴဟာ ပူးေပါင္းေဆာင္ရြက္မႈ ႀကိဳးပမ္းေနသလုိ တုိင္းျပည္၏ ဒီမုိကေရစီအင္အားစုမ်ားနွင့္ ၿငိမ္းခ်မ္းစြာ ျပႆနာေျဖရွင္းေရးအတြက္လည္း ကူညီအားေပးသင့္သည္။ သို႔ေသာ္လည္း အိႏၵိယသည္ တရုတ္ေလာက္ ဩဇာအာဏာ ထူေထာင္နုိင္ဦးမည္ မဟုတ္ေခ်။ ျမန္မာ့နုိင္ငံေရးေလာကတြင္ ဒီမုိကေရစီအင္အားစုမ်ားနွင့္ သင့္ျမတ္ေရးသည္ ျမန္မာ့တပ္မေတာ္ရွိ လူငယ္အရာရွိမ်ား၏ စိတ္ထားေျပာင္းလဲမႈအေပၚတြင္ မူတည္ေနသည္။ အိႏၵိယအေနႏွင့္ ျမန္မာနုိ္င္ငံ၏ ေရရွည္တည္ၿငိိမ္ေရး ဒီမုိကေရစီအစိုးရ ျဖစ္လာေရးကို မိမိ၏ ေရရွည္ရည္မွန္းခ်က္တစ္ရပ္အျဖစ္ ထားသင့္သည္။ စီးပြားေရးအက်ိဳး တစ္ခုတည္းသာ အာရံုမစိုက္သင့္ေၾကာင္း တင္ျပအပ္သည္။
