Dear Minister Downer,
We write to you as representatives of the expatriate Burmese community in Brisbane, Australia. We comprise of Australian citizens, permanent residents and refugees.
We wish to voice our concern about the deteriorating situation in Burma between the military government, the “State Peace and Development Council”, and the Burmese people.
We request that the Australian government take a stance which accords with that of the National Coalition Government of the Union of Burma’s position before the UN General Assembly.
In particular, we ask that you make direct representations to the Chinese Foreign Affairs Minister, Li Zhaoxing, in an effort to persuade China to remain neutral in the UN Security Council in respect of any resolution which may provide a strong mandate to mediate a political settlement in Burma.
We understand that Australia has strong trade ties with both China and India. Again, we request your assistance in utilising Australia’s strong relationship with these countries in an effort to persuade them to cease the provision of any support to the SPDC.
We further ask that the Australian Government encourage the SPDC to:
• Allow peaceful protest and cease the violent retribution currently being carried out against activists.
• Allow the International Committee of the Red Cross access to all Burmese prisons to provide medical assistance to prisoners (including political prisoners) and prevent unnecessary deaths.
• Allow representatives of the international media to safely and truthfully report on the conditions faced by the people of Burma.
• Permit full and free access to any representative of the United Nations working in Burma.
• Release all those recently detained for participating in peaceful demonstrations, as well as all political prisoners, including leader Aung San Suu Kyi.

We note that the Peoples’ Republic of China has historically had strong and close ties to the people of Burma and a growing, lucrative trade relationship with its government. Because of this, we believe that the government of China is well placed to guide and influence its neighbour towards a mutually beneficial outcome.
We ask that the Chinese government refrain from taking any action in the UN Security Council which would block the passage of a UNSC resolution on Burma. We believe that such a resolution could facilitate the necessary mandate for a mediated political settlement, to bring a peaceful end to the conflict.
We further ask that the Chinese government encourage the SPDC to:
• Allow peaceful protest and cease the violent retribution currently being carried out against Burmese monks and civilians.
• Allow the International Committee of the Red Cross access to prisoners held by the Burmese government.
